This army wreaked havoc in Cardolan and thousands of Dunedain were killed and many villages and forests were burned. In 1409, the Witch-King sent forth a great army from Angmar. It is possible and probable that the Witch-King provoked the men of Rhudaur to attack. In 1356, Argeleb I claimed the throne of Arnor but Rhudaur disapproved and attacked Arthedain and Argeleb I was slain. Evil men came to occupy Rhudaur who practiced sorcery and served the Witch-King. An evil lord of the Hill-men forcefully took control of Rhudaur, and the Dunedain of Rhudaur were utterly defeated. Rhudaur was weak, and the Witch-King easily led the kingdom of Rhudaur to collapse. The first kingdom that the Witch-King conquered was Rhudaur. The three kingdoms did not get along, and there was a lot of tension and confusion in the north because of the disunity in Arnor. The Dunedain had been divided into three separate kingdoms in 861: Arthedain, Cardolan, and Rhudaur. His main opponents were the Dunedain, the men of Arnor. The Witch-King built an evil army that consisted of Orcs and other beings. Finally, in 1300 of the Third Age, Sauron settled Dol Guldur in Mirkwood and the Witch-King built the evil Kingdom of Angmar in Eriador.

The Witch-King was not heard of by the free peoples of Middle-Earth for many generations thereafter. In 3441 of the Second Age, Sauron was defeated by Elves and men in the War of the Last Alliance. The second most powerful of the Nazgul was probably Khamul, who was second-in-command of the Nazgul. He could sense the One Ring, the Ring of Power which Sauron had created to rule over the other Rings of Power. The Witch-King was the most powerful of the nine men who were turned into evil Wraiths. The dark lord Sauron was able to turn the men who bore the Nine Rings into his servants in circa 2251 of the Second Age. He was born sometime in the Second Age to unknown parents, possibly on the island of Numenor. The Witch-King's life before he was converted to a Nazgul is almost completely unknown. Though Angmar was destroyed, the Witch-King continued to lead the forces of Mordor in war, and he led them to the Battle of the Pelennor Fields during the War of the Ring. He also had established his presence in Angmar, a region near Arnor in the northwest of Middle-Earth. The Witch-King lived in the Dead City of Minas Morgul with the other eight Nazgul. All of the Nazgul had once been men, but they were all turned into terrifying Wraiths. The With-King was the leader of the Nine Nazgul, and he had once been a man who had been corrupted by one of the Nine Rings of Men.
